Outgoing Clerk, Dr. Yahya Danzaria
The House of Representatives has held a valedictory session in honour of its outgoing Clerk, Dr. Yahya Danzaria, with lawmakers describing his retirement as a significant moment for Nigeria’s parliamentary system.
Members across party lines said the recognition was not just ceremonial but a reflection on the critical role of legislative administration in sustaining democracy.
Presiding over the session, Speaker Abbas Tajudeen said the event marked more than the end of a tenure. He described it as a celebration of a career that helped maintain the stability, integrity and continuity of the legislature.
He stressed that while elected officials change after every election cycle, the strength of parliament depends on:
• Institutional memory
• Adherence to procedure
• Professional legislative administration
These, he said, are responsibilities anchored in the Clerk’s office.
Procedure as the Backbone of Lawmaking
Lawmakers noted that under Dr. Danzaria’s leadership, legislative procedures were practical and functional, not merely symbolic.
They said he ensured that:
• Debates followed constitutional rules
• Disagreements were managed within legal boundaries
• Legislative decisions retained procedural legitimacy

According to the Speaker, the outgoing Clerk remained composed under pressure and avoided open conflicts, helping to preserve order during tense parliamentary moments.
Members also highlighted Dr. Danzaria’s steady rise within the National Assembly, pointing to his background in:
• Law
• Public administration
• Policy analysis
They said this blend of skills strengthened his ability to combine legal precision with administrative efficiency.
Lawmakers credited him with supporting major institutional processes, including:
• Implementation of the House legislative agenda
• Revision of the Standing Orders
• Timely preparation and circulation of notice papers
They said these measures improved planning, coordination and overall legislative efficiency.
The session ended with prayers and goodwill messages, with members urging that Dr. Danzaria’s experience and institutional knowledge continue to serve the nation in other capacities.
The tribute underscored a broader issue: the importance of professional parliamentary administration in preserving democratic governance beyond political cycles.
